Full-time Senior Employee Relations Specialist (1148)

The Employee Relations function advises the Authority’s executive management team, supervisors, and employees (headquarters and all facilities) on issues that affect performance, the work environment, FMLA case management, and employee relations. This function is responsible for conducting intake, fact-finding, and investigation of such concerns using coaching, mentoring, and performance management skills, exercising judgment and discretion in resolving workplace issues and maintaining positive working relationships. The function is also responsible for all phases of harassment and discrimination cases. Collaborates with and serves as a resource to the facilities to handle employee relations issues. Additionally, provides support for the HR elements of NERC CIP compliance.

Responsibilities include:

Ensure compliance with all state and federal discrimination laws and employment regulations by serving as the intake person for employee concerns including harassment and discrimination issues at headquarters and lead resource to sites on such issues.
Conduct thorough and objective investigations on more complex concerns including harassment and discrimination. Make independent decisions as to fact finding, analysis, evaluation of claims, and in formulating recommendations. Written reports of investigations need to include an assessment of the concern, facts, conclusions and recommendations.
Manage and administer a broad range of tasks including resolving complaints, counseling managers and employees on the interpretation of policies and procedures. Work with colleagues in HR, legal, and others as appropriate to ensure high quality solutions consistent with NYPA values, federal, state and local laws.
Ensure successful implementation of employee relations solutions with senior management and all affected stakeholders.
Execute all aspects of complex employee terminations including communication and execution of waiver agreements and related terms.
Manage and administer all aspects of the Dispute Resolution policy.
Provide direction to Facility HR Managers in all aspects of Employee Relations through collaboration or handling cases on an as needed basis.
Manage all phases of FMLA cases with employee, supervisor, payroll, workers’ compensation, and benefits, from qualifying a leave, impact to the work group to return to work accommodations, and separations from employment as needed.
Support the HR compliance elements of the NERC standards by handling a range of administrative tasks with HQ and site staff.
Identify emerging HR issues by keeping current with existing or new legislation, court cases, or other topics of concern to the workplace and recommend appropriate strategy to those affected by the issue. Recommend appropriate policy and/or procedure changes.
Recommend and implement effective employee relations and mandatory compliance training to appropriate audiences using the most effective delivery method for the subject matter.
Serves as NYPA liaison with NY State Office for Prevention of Domestic Violence.
May serve as a witness on behalf of NYPA in external hearings or legal matters.
Partner with Ethics, Security or Internal Audits on various other investigations as required.

Required Skills:

In depth understanding of applicable state, federal, and local laws, and ongoing cognizance of recent case decisions that apply to the all HR (employee relations) employee policies and programs.
Excellent research and analytic skills
Excellent written and verbal communication skills.
Thorough understanding of all employee policies and the ability to apply them in diverse situations. Generalist knowledge about other HR disciplines to appropriately address concerns from multiple angles and generate options for resolution.
Excellent interpersonal and analytical skills to interact effectively with all staff levels both inside and outside of the organization.
Strong platform skills, which may include lecture, role-play, and facilitation components.
Creative, fair, and open to options for disposition or resolution of a matter.
Excellent verbal and written communication skills.
Excellent administrative skills.
Intermediate to advanced level skill in computer applications; Word, Excel, Access, PowerPoint, and SAP.

Experience Required:

Bachelor’s Degree in Human Resources, Psychology, Business Administration, or a related field, Master’s Degree in HR is preferred.
Minimum seven (7) years Human Resources experience, five (5) handling employee relations issues.
Utility industry experience in multi-union, multi-facility environment preferred.
SPRH or PHR Certifications preferred.
